As the BIC U.S. family approaches its 250th anniversary, a key priority is multiplying missional congregations, movements, and leaders (priority 3 of Project 250).
While disciple-making and church planting have long been central to our identity, there is renewed momentum to expand our witness and carry out Jesus’ Great Commission. In 2024, denominational leaders, pastors, and planters gathered to discern how to invest in Spirit-led, strategic multiplication, forming a working group to research and shape a proposal.
That proposal, outlined below, was approved by the Leadership Council in September. It represents the fruit of that gathering and working group, charting a path forward for the future.
“It’s time to echo the words of the prophet Isaiah: ‘Here I am. Send me,'” says Anler Morejon, working committee member, BIC church planter, and pastor of Zion Church in Miramar, Fla. “Join us in this Holy Spirit-led church multiplication movement focused on disciple making.”
A New Framework for Ministry
The movement introduces a five-stage framework to recognize and guide Spirit-led initiatives, whether new congregations, missional businesses, or missional non-profits:
- Research & Development – explore vision and build relationships.
- Incubation – form teams, receive administrative support, complete credentialing, and gain momentum.
- Establishment – grow sustainable ministries connected to denominational life.
- Multiplication – apprentice new leaders and launch new works.
- Conclusion – create framework to discern natural ministry endings and finish those in a healthy, honoring ways.
Resources for Missional Leaders
Leaders will have access to:
- Training, coaching, and mentors
- Networking through catalytic gatherings and regional connections
- Administrative support, including help with incorporation, finances, and liability
- Funding, grants, and other resources

“This is our opportunity to move beyond addition to true multiplication, empowering the church to reach our communities and make an impact in our generation,” says Anler. “Now is the time to step into what God is calling us to do.”
Anyone sensing God’s call to lead a new work can submit an idea through a simple intake form launching in 2026. This will start a discernment process and connect you to resources and mentorship. Leaders are also encouraged to speak with their lead pastor or bishop about ministry opportunities.
